1: Does diluting soap make it less effective?

Diluted soap can get infected with fungus or bacteria, it is not recommended by

the manufacturer with good reason.

If you are using an antibacterial soap, then you will be reducing it's effectiveness by diluting the soap.

However, the real point of soap is to lather up your hand and to remove dirt and oils.
