The fibers are placed in a loose tube which is made of high modulus plastic and filled with gel. Tubes (along with fillers) are stranded around the non-metallic strength member (FRP) to form the cable core. Subsequently, the cable core is filled with the cable jelly for protecting it from water infiltration. Eventually, a PE jacket is extruded.
