A fuel water separator not only helps to remove contaminants and debris from your fuel before it reaches the engine, it also removes any water found in your fuel. As fuel enters the fuel water separator, it passes through a filter media (typically a 10 micron fuel filter water separator).
What is the purpose of a Sedimenter in a diesel fuel filter?

The fuel sedimenter separates the water from the diesel fuel. It uses the specific gravity difference between the diesel fuel and water to separate the water before the fuel enters the injection pump.
How do you fill a diesel fuel filter?
Priming a Diesel Fuel Filter
Place the diesel fuel filter in an upright position. Completely fill the diesel filter of fresh diesel.
Wait for the fibers inside the fuel filter to absorb the diesel.
Screw the fuel filter tightly onto the fuel filter base.
Turn the ignition to the accessory position for about 10 seconds.
