Police forces, private citizens at risk of being shot (such as national leaders), security guards and bodyguards typically wear soft undershirts to defend against close range attacks, while hard plate reinforced undershirts are primarily worn by combat soldiers, police tactical units and hostage rescue teams, among others, who have a higher risk of responding to heat weapons.
