China implements CCC certification for electric bicycle chargers (GB 42296)

On July 2, the State Administration for Market Regulation issued an announcement today to implement mandatory product certification (CCC certification) management for electric bicycle chargers, and to accept certification commissions from October 15, 2024.

After November 1, 2025, electric bicycle chargers must be CCC certified and marked with the CCC certification mark before they can be shipped, sold, imported or used in other business activities. The separate implementation of CCC certification for electric bicycle chargers is an important measure to implement the full-chain rectification action for electric bicycle safety hazards. This means that a third-party certification body needs to confirm that the product continues to meet the electrical safety, mechanical safety, environmental safety, heat and flame retardancy, and mutual recognition of collaborative charging requirements stipulated in the mandatory national standards.
The full text of the announcement is as follows:
In order to further strengthen the quality and safety supervision of electric bicycles, in accordance with the relevant provisions of the "Certification and Accreditation Regulations of the People's Republic of China", the State Administration for Market Regulation has decided to implement compulsory product certification (CCC certification) management for electric bicycle chargers.
The relevant requirements are now announced as follows:
1. From October 15, 2024, the designated certification body will begin to accept CCC certification commissions for electric bicycle chargers (see the attachment for product description and definition) and carry out CCC certification work in accordance with the corresponding compulsory product certification implementation rules and applicable standards. Under the premise of controllable certification risks and guaranteed certification quality, the existing conformity assessment results should be actively adopted to reduce the burden on enterprises and facilitate enterprises to obtain certification.
2. From November 1, 2025, electric bicycle chargers must be CCC certified and marked with the CCC certification mark before they can be shipped, sold, imported or used in other business activities.

3. The certification bodies and laboratories responsible for CCC certification and testing of electric bicycle chargers shall be designated separately.
