A1: Yes, the voltage can be boosted from 5V to 12V with smart IC. 

Q2: Can this output charging current to be 2A ? 

A2: No, the charging current is around 700mA. It can not to be made with 2A. Because the output power must be less than the input 10w(5V/2A).
