Whether you buy grade A, B, or C cells, or used LiFePO4 cells, and whether they are at the same voltage or not, you still need to perform an initial balance.
This means bringing them to the same state of charge. Using voltage alone to determine if they are at the same state of charge is unreliable for this chemistry. This is because the charge and discharge curve is relatively flat. That means cells could show the same voltage on your meter but be slightly off in state of charge.
It is important to have a solid initial balance so that when you do your first capacity test, you have accurate results. If one of your cells is too high or too low, it triggers your BMS high or low voltage disconnect, and your capacity results will be off. You'll think you're getting ripped off.
Also, if you have balancing problems with a used or new pack, and you rely on an active balancer to compensate, you need to do the initial balance and see if that fixes your problem.
People see one of their cells spiking and say, "Oh, that seems to be balancing wrong there." That's not how you solve the problem. You should do the initial balance, then the capacity test, and watch the cells under a large load to check for internal cell resistance. If you do have a bad cell, you should probably swap it out for a new one.
Also keep in mind that if you connect the cells in parallel and let them naturally balance over time, they will balance. But it takes weeks or months depending on the size of your battery bank.
The very initial voltage difference between them is very small. When they are at a high state of charge, current will pass between them to balance very quickly.
People check the balancing of their cells and say, "Oh, it's only off by 0.51 volt." These are new cells and they come at the same voltage. I suggest you connect them to a BMS; it could be OK. It is technically true that you can let the BMS monitor the balance on its own.
But if you have a very large battery bank, or if you have very different internal cell resistances, or if you have large loads, or if you want to balance the capacity, you should do a manual top balance, no matter what.
