• Open manhole and examine tank bottom oil quality to determine remaining oil and treatment plan
• Personnel must wear protective uniforms, gloves, gas masks, and safety lines with external supervision
• Limit tank entry to 15-20 minute shifts with medical staff on standby
• Use wooden tools only - no steel implements
• Maintain effective ventilation throughout the process
• For steam cleaning: close all holes, heat to 60-70°C, then open to evaporate and dissolve residual oil
